Have you tried reproducing this by possible keeping podman containers running? And then with podman containers stoped?

When I stop all podman containers system turn off normal.

This isnt a real bug but intended. Since podman wants to make sure that all containers are exited gracefully befote powet off. But still it would be an usuabilty improvment to lower the timeout to 45 seconds from 2 minutes.
