SUMMARY
A custom "Charge Limit" that was set in System Settings is not preserved after restarting the system. After a system restart, the default value of "100%" will be present in place of the desired custom setting.

STEPS TO REPRODUCE
1. Enter System Settings > Power Management > Advanced Power Settings
2. Change the "Charge Limit" to any value below 100%
3. Apply settings changes
4. Restart system

OBSERVED RESULT
Value of Charge Limit is 100%

EXPECTED RESULT
Value of Charge Limit should be the custom setting that was set by the user

Debian advises users to not submit bugs upstream (https://www.debian.org/Bugs/Reporting), and Plasma 5.27.5 is no longer eligible for support or maintenance from KDE. It's possible that the issue exists only in Debian at this point.

Could you report the bug to Debian using the report bug utility (https://packages.debian.org/stable/utils/reportbug)? If necessary, the maintainer of the package will forward the bug upstream.
