SUMMARY
I'd like the ability to create more power states, and alter the existing ones in power management, with a nice, neat GUI. These states could be defined via charge levels, as well as AC states.

For instance maybe I wanna create a power state that is defined as: Battery above 90%, AC plugged in
or another that is: AC not plugged, battery above 90%
and then another that is battery below 50%
and another that's battery below 25%, not plugged in
etcetera, etcetera.

Could show up as a + button next to the already existing power state tabs.
they'll be sorted by
  1: battery level
  2: AC state

ADDITIONAL INFORMATION
if creating the GUI for creating battery states is too much, I'd at least like optionally a battery medium state and a battery low (not critical) state, maybe with the ability to customize thresholds.
The tabs would have tickboxes next to them.

This is a cool idea, but it's way more detail than we could accommodate here, sorry. The combinations would explode very quickly, and interact strangely with other system states. What we've got right now is what we're going to be sticking with.
