SUMMARY
Pager drag'n'drop picks window with a lower z-index.

STEPS TO REPRODUCE
1. Configure at least 2 virtual desktops. (I also have use 2 monitors, but that should be unimportant.)
2. Start KWrite (or any other app)
3. Start SystemSettings (or any other different app).
4. Make sure the positions of these 2 windows have a significant overlap.
5. Focus the KWrite window, e.g. by clicking in it.
6. In Pager widget, click inside the intersection of both windows' outlines and drag to the other virtual desktop.

OBSERVED RESULT
SystemSettings window moved to the other virtual desktop.

EXPECTED RESULT
KWrite window should be moved to the other virtual desktop because it was focused and was on top (i.e. above the SystemSettings window).
