SUMMARY

If I open the Global Theme settings from the Start menu, I am unable to see the submenus sidebar without switching to some other KCM.

STEPS TO REPRODUCE
1. Open kickoff
2. Type "theme" and open "Global Theme"
3. Click on "Colors & Themes"

OBSERVED RESULT
You can't access the submenus

EXPECTED RESULT
The submenus should be shown from the get-go
