Rooms list unable to scroll down until resized

SUMMARY
When loading a space that contains more rooms than will fit in the current window view, scrolling with the mouse wheel or scrollbar sometimes doesn't work until the either the whole window is resized, or the divider between the list and the chat view is moved. 

STEPS TO REPRODUCE
1. Click on a Space with many joined rooms
2. Click on the scrollbar down arrow, try to drag the scrollbar down, or roll the mouse wheel down

OBSERVED RESULT
The Rooms list view does not scroll down to show the remaining rooms

EXPECTED RESULT
The Rooms list view scrolls down to show the remaining rooms
