STEPS TO REPRODUCE
1. open Dolphin
2. drag a file and drop it
3. 

OBSERVED RESULT
pulsating effect around the menu, as we can observe in the following video

EXPECTED RESULT
the observed result should not occur

That's odd. Do you see it with any other menus in Dolphin or any other apps?

No. The menu seen in the screen recording is the only one affected.

I don't see this on git-master Dolphin using Breeze or Breeze Dark or a custom color theme with Breeze Dark

Do you also see this with the default Breeze theme (and Breeze everything like window decorations)?
If you see it with default themes, colors and windows I'm wondering if the display settings are contributing. In this case, what are the settings for this display?

I can reproduce with Breeze and Breeze Dark global themes. I'm attaching a screenshot showing the display settings.

Thanks for the additional details. I'll move this to kwin, since that draws windows, and let the kwin developers have a look.

Observations from the display configuration:
- Single monitor, 1920 x 1080 @ 100% 60 Hz
- RGB range: Full
- Color profile: none
- Color accuracy: Prefer efficiency
- Limit color resolution to: Automatic (10 bits per color)
- Brightness "Control hardware brightness with DDC/CI - checked
  100%
- Screen tearing: checked

I don't have these settings on 6.3.5 or git-master:
- Limit color resolution to: Automatic (10 bits per color)
- Brightness "Control hardware brightness with DDC/CI - checked

These options are new on Plasma 6.4 beta:

- Limit color resolution to: Automatic (10 bits per color)
- Brightness "Control hardware brightness with DDC/CI - checked

Plasma 6.3.x was affected by this bug too.
