SUMMARY
When I move my mouse cursor on KDE Wayland session, it seems to keep growing bigger and bigger eventually mouse cursor can become bigger than the screen. (It takes about 3s of not moving it for it to reset to normal size).

STEPS TO REPRODUCE
Keep moving the mouse

OBSERVED RESULT
Mouse cursor just keeps growing

EXPECTED RESULT
Constant size cursor

SOFTWARE/OS VERSIONS
Linux:  6.12.25-gentoo-dist
KDE Plasma Version: 6.3.4
KDE Frameworks Version: 6.13.0

I think you mean the shake cursor option? It's a very useful feature for many.  
You can adjust it or disable it via: System Settings > Accessibility > Shake Cursor
