Confirmed on Plasma/6.4 Beta and org.kde.labplot2 Version: 2.12.0. Seems to be wayland specific. Application launches in X11. And also doesn't start in Gnome Wayland.
Wayland is currently not well supported. Flatpak is now fixed to use X11 only.
