SUMMARY
I don't know if it should be major or normal bug. 
I guess GIMP 3 changed the file format. 

STEPS TO REPRODUCE
1. make image in GIMP 3.0.2
2. save it as xcf
3. open in krita

OBSERVED RESULT

transparent canvas and no layers

Yeah, the xcf file format has changed and the library we use to read xcf files hasn't been updated yet, so this isn't supported yet. We might just completely drop xcf support since the gimp people never intended for other applications to read their files.
