SUMMARY
The monitor "Edit mode" controls, ie red outline, are visible even when "Edit mode" is disabled.
Turn it on and off removes the controls, but they return when switching active effects.

STEPS TO REPRODUCE
1. Disable monitor Edit mode.
2. Add Transform effect to video clip on timeline.
3. (If controls are visible) Turn Edit mode on and off.

OBSERVED RESULT
Edit mode controls are visible despite being disabled, only disappearing after an on/off toggle.

EXPECTED RESULT
No Edit mode controls when Edit mode is off / disabled.
