SUMMARY

Modifying "Position X" and "Size H" seems to only have the effect of moving the clip. "Scale" is kept at 100% if "Size W" is increasing (I bet it's something to do with the original size, because it starts moving if I also moved "Size H" up), changing the Size H or W sometimes also starts changing the other, probably to keep the scale static. All in all, transform doesn't behave in ways the user would expect. Distort doesn't seem to allow this to happen either.

STEPS TO REPRODUCE
1. Create two clips, one white and another black, insert to timeline
2. Add the transform effect to the black one
3. Start moving Position and Size sliders and verify if that's the expected thing to happen in the preview.

EXPECTED RESULT

There should be a lock scale, so that scale doesn't move and the transform tool is able to stretch/squeeze the clip using the compositing strategy. Changing sizes should take the clip and _transform it_ till it fits the desired Position and Size values.
