When the panel is set to "Always floating", it overlaps application windows, making parts of them inaccessible.

STEPS TO REPRODUCE
1. Right-click on the panel → "Show panel Configuration"
2. Enable "Window go below" option for the panel
3. Open any window (e.g. Vivaldi, Telegram Desktop) and maximize it

OBSERVED RESULT
Window goes below the floating panel and gets partially covered when maximized.

EXPECTED RESULT
The panel should remain floating, and application windows should not force it to become a full-width, non-floating panel when maximized.

That's the point of the "Windows go Below" panel visibility mode. If you don't want this behavior, use a different panel visibility mode.

Yes, but what's the point of it anyway? Why can't you make the window be below the panel, but at the same time make the panel always floating?

So, you want a panel to not defloat when a window is maximised?

You'd end up with gaps around it where the wallpaper peeks through, and it would not look good.

it would be nice to add such an option, the fact that the wallpaper will be visible is not so critical, for some it would be very necessary

Still relevant

Earlier, I forgot to write, the point of this "Windows go Below" mode is when you can't even really manage the window, and you can't see the headers, and some of the content that is there, and you need to constantly move the window via "Right mouse button -> More -> Move" to get access to the same content
