STEPS TO REPRODUCE
1. have a couple entries in the favourited section
2. long click hold and move an app around
3. let go of the app in a new position

OBSERVED RESULT

the app opens

EXPECTED RESULT

the app does not open

Can confirm.
It only happens when cursor is let go of over the icon. If you move it outside of the icon borders, then it doesn't open.
