SUMMARY Cannot open activity switcher when only 1 activity exists. STEPS TO REPRODUCE 1. Have 2 activities (maybe it's the default?) 2. RMB on desktop folder view -> open activity switcher 3. In the activity switcher, click "x" to deactivate activity, and then click "x" again to delete activity. Now you're left with 1 activity. 4. Close the activity switcher. 5. RMB on desktop folder view -> look for activity switcher menu item OBSERVED RESULT There's no menu item to open activity switcher. EXPECTED RESULT There should be a menu item to open activity switcher. I think this is intentional at this point. Why would you like to open the Activity Switcher when there's nothing to switch to? What's the use case?

> Why would you like to open the Activity Switcher when there's nothing to switch to? For example, to create a new activity. I admit a new activity can be created via KCM, however that may be hard to find for a user who is unaware of KCM existence while being familiar with the Activity Switcher.
