Hi - I can't reproduce this on a KDE Neon VM - just to check, is that installation running on "bare metal", or is it in a virtual machine perhaps? I'm asking as I noticed that the VM I was testing on did sync the clipboard from the host, but stopped doing so once the "Save history across desktop sessions" option was unchecked. Thanks!
