Does this happen for any other icons on the same panel? Or any other icons elsewhere in Plasma or a QML-based app like System Monitor or Discover on the same screen?

From Bug 503307 it seems like wallpapers are a bit blurry too; do you also see this?
it's hard to see if there's any difference in the background. but other icons in the panel are also affected. I'll also correct myself regarding the workaround, in order to make the icons sharp: 1. connect external 2. disable built in monitor 3. disconnect external 4. re-connect external 5. re-enable built in monitor im also attaching a whole screen screenshots

Since this appears to affect the entire screen contents, I'm moving this to KWin for further investigation.
