STEPS TO REPRODUCE
1. Open Kickoff
2. Re-order a favorite by dragging
3. Drop at the final destination in the grid

OBSERVED RESULT
On drop the dragged application is launched.

EXPECTED RESULT
On drop the application is not launched as only re-ordering was intended.
