SUMMARY
Swap file is not created at custom location.

STEPS TO REPRODUCE
1. Select Setings / Configure Kate / Open_Sabe /Advanced(tab)
2. Swap file mode: Enabled, store in custom directory
3. Click Apply

OBSERVED RESULT
The swap file is still being created in the default directory.

Just tried that with 24.12, works for me, if I set a custom dir, the dir is created and stuff appears there:

ls /tmp/tetete/
