Attempting to open the file referencecard.pdf (It does not work from the file explorer or JetBrain GUI) OBSERVED RESULT I get an error that the file cannot be opened SOFTWARE/OS VERSIONS Ubuntu: 24.04

Do you have a link to the file in question ?
I've just checked and the problem is with the file location - moving it to another location, e.g. documents, allows it to be opened

Is something either sandboxed or in other ways confined away?
Changing status since this is awaiting confirmation from the reporter. Running a current Okular version on Ubuntu likely means using the Snap version, which could be confined by the system in such a way that it can't access hidden directories like ~/.local by default.

I confirm that all files in .local are not available for Okular
