STEPS TO REPRODUCE
1. Have a panel on the left side of the screen, which shows the issue a bit more dramatically than a bottom panel does
2. Click on anything on the panel that opens a popup, but especially the System Tray


OBSERVED RESULT
Blur effect looks, for lack of a batter way to describe it, sort of chunky and crude while the popup is opening or closing. See attached screen recording.


EXPECTED RESULT
Blur effect looks great.


ADDITIONAL INFORMATION
Semi-recent regression; it's been doing this for a few weeks IIRC, but didn't happen in Plasma 6.3.

Looks like the blur texture has too little color resolution. Doesn't happen here though... can you still reproduce it?
Also, is this specifically the blur effect, or is the contrast effect enabled as well?

Looks like it's since stopped happening.
