SUMMARY
Stuttering in plasmashell


STEPS TO REPRODUCE
1. drag mouse across desktop to slect files or use animated wallpaper of some sort

OBSERVED RESULT
stuttering

EXPECTED RESULT
smooth effects

ADDITIONAL INFORMATION
When selecting items on the desktop or anything that requires continuous motion there is a stuttering that makes it incredibly difficult to use.

affected components:
parallax effect, [HTML wallpaper plugin](https://store.kde.org/p/2137308), mouse dragging to select items, (possibly more)

Does this issue go away if you stop using an animated wallpaper? e.g. the default image wallpaper?

No, it does not, it also affects dragging items and drag selecting

Does it happen in a new clean user account with no customization?
