dropdowns does not show text and on hover everything is selected

SUMMARY

window rules dropdown is broken.

STEPS TO REPRODUCE
1. open settings panel
2. go to apps/windows -> window management -> window rules
3. click the dropdown

OBSERVED RESULT

dropdowns does not show any text and on hover everything is selected

it works
