Interesting. Some questions:
1. What scale factor is that screen using?
2. Is the screen part of a multi-screen arrangement?
3. Does the issue reproduce with any other fullscreen windows?
4. Does the issue reproduce with any *maximized* (not fullscreen) windows?
5. Does the issue reproduce with nothing open and just the desktop visible?

1. Scale factor is 100%
2. Yes, I have two monitors primary is 1920x1080 and on the left is a secondary monitor 1280x1024 (Both on 100% scale).
3. It happened with any fullscreen whether it was xwayland or native.
4. The bug did not occur on maximized windows.
5. Also did not occur on the desktop.

Maybe this issue isn't as reproducible as i thought, because it's not longer happening after restarting KDE.
Will report further if the issue appears again.
