STEPS TO REPRODUCE
1. open Users KCM
2. select a user account
3. click on the selected user account

OBSERVED RESULT
the KCM flickers, as we can observe in the attached screen recording

EXPECTED RESULT
the observed result should not occur

Worked around in the Users KCM in Plasma 6.4, but ultimately it's a Kirigami.FormLayout issue; see Bug 476816
