The option actually does work there, but not in the mouse KCM. There are a lot of other settings that are duplicated between the mouse and the touchpad KCM.
Touchpads are configured on the Touchpad page, not the Mouse page. The fact that some touchpads appear on the Mouse page is a bug, and unfortunately a difficult one to resolve.
