SUMMARY
I set my laptop screen brightness to around 30%. However, since a recent update (I think to Plasma 6.3) this setting is no longer persistent after (1) a reboot or (2) unplugging then replugging the power adapter. In these cases it resets to 100%. NB on suspend/return the brightness level is indeed persistent.

STEPS TO REPRODUCE
1. Set brightness to level below 100%
2. Either (1) reboot or (2) unplug and replug the power adapter

OBSERVED RESULT
Brightness level resets to 100%

EXPECTED RESULT
Preset brightness level (below 100%) is maintained

It appears the update modified my power management settings! I am now able to return to the expected behaviour. Closing as Not a Bug.
