The cell phone does not appear in the interface, but I have already connected it via USB cable at another time and it appeared perfectly. I rule out the possibility of it being a problem with my PC's USB input, as both are identifying my pen drive.
Maybe it's the same problem as this one, which was recently fixed: https://bugs.kde.org/show_bug.cgi?id=497140 Normally I would've told you to download a new version of KDE Neon and try from it in live boot mode to see it it was fixed for you too, until the fixes arrives to your distro with the normal updates, but I see that all KDE Neon ISOS are at least one month old.
One month old, oof. KDE Linux can be used for that, as right now ts only edition is the "follows git master" flavor. YOu can find instructions for installing it at https://community.kde.org/KDE_Linux#Installation In the meantime, can you try another USB cable? These do sometimes go bad.

I tested it with a Motorola Moto G24 and it worked perfectly, it seems to me that the problem is only with Samsung or Tumbleweed itself. Sorry of multiple responses in diferents posts, i'm still learning how the platform works
Maybe MTP got turned off on those Samsung phones?
