I am using Android 11 & 14 and Debian 12. I had been successfully using KDE Connect for years,  but recently lost all functionality, and can no longer pair devices.

I bet this is a duplicate of https://bugs.kde.org/show_bug.cgi?id=501043 . Well your is about more issue. But seems all network connectivity is broken from and to the android app.
Here android 12 (Oppo ColorOS 12 with not even android security upgrades since September 2023, device is out of support) and android kdeconnect app 1.33.0.

I may have solved my issue by not using 5G WiFi.

That's not even an option for me, one device is on WiFi5 and the other is WiFi4-only. 
Upgrading to 1.33.x they can "see" each other

@assemblyreq@gmail.colm Can you still reproduce your inability to pair and else with kdeconnect android 1.33.1?
Please close your bug report if not.
