SUMMARY
Notifications loose interval line if animations are disabled across DE
Works under X11 and Wayland.

STEPS TO REPRODUCE
1. Go to Quick Settings
2. Set "Animation speed" to "Instant"
3. Provoke temporary notification for example by:
3.1. Going to "Wi-Fi & Networking"
3.2. Disabling network connection by Right-click and disconnecting

OBSERVED RESULT
Interval bar is not shown at the top of popup notification.

I can reproduce this. The timeout indicator is completely stalled when the animation speed is instant. If the animation speed is later changed to non-instant, it will start again (but be delayed behind the actual timeout).
