SUMMARY
Cursor freezes a bit when opening Desktop Effects.

I tried it on Plasma 6.3.2. I think it freezes there as well, but just slightly. It's a lot more noticeable in master

STEPS TO REPRODUCE
1. Open Desktop Effects KCM and move mouse immediately

OBSERVED RESULT
Cursor freezes for a second

EXPECTED RESULT
Cursor doesn't freeze
