popup obscures other app (transient tiimeouts seen?)

SUMMARY
Screenshots show a popup that suddenly started showing on mouse hover near the taskbar.
popup on hover obscures focused GUI in other apps in "icons and text panel"

STEPS TO REPRODUCE
1. run KDE Plasma on Parch  Linux. 
2.  hover your mouse near an item on tastkbar
3.  then try to use application - the popup never goes away. 

OBSERVED RESULT
Popup is permanent.
EXPECTED RESULT
Popup should disappear eventually. Weirdly just are disappear fast just now, it has gone transient.

It's definitely supposed to eventually go away.

Are you by any chance interacting with the system using a stylus?

On my fresh install of Manjaro this is resolved. 
Icons-and-Text Task Manager behaves itself very well these days thanks. Probably somethig unique to machine?

No just mouse. Desktop. I don't think I have any numeric keypad shortcuts to move the mouse but there is a slim chance. 
Also - I try to disable "thumbnail" previews of windows on hover. It seemed like a "hangover" or not noticing the hover should be ignored. Perhaps the event to hide was delayed. Works now.
Probably this is race condition - is working fine now on Manjaro fresh install.
