popup obscures other app (transient tiimeouts seen?)

SUMMARY
Screenshots show a popup that suddenly started showing on mouse hover near the taskbar.
popup on hover obscures focused GUI in other apps in "icons and text panel"

STEPS TO REPRODUCE
1. run KDE Plasma on Parch  Linux. 
2.  hover your mouse near an item on tastkbar
3.  then try to use application - the popup never goes away. 

OBSERVED RESULT
Popup is permanent.
EXPECTED RESULT
Popup should disappear eventually. Weirdly just are disappear fast just now, it has gone transient.

It's definitely supposed to eventually go away.

Are you by any chance interacting with the system using a stylus?
