SUMMARY
Installed kcharselect as follows
sudo snap install kcharselect
[sudo] password for dan: 
snap "kcharselect" is already installed, see 'snap help refresh'

when trying to run it from the desktop the wheel of doom spins for a few seconds then stops and nothing happens.
when attempting to run from the terminal
$ kcharselect
