It only happens when a monitor is turned off at boot time. The issue is resolved after turning on said monitor and it also doesn't happens after it's turned off again. 

STEPS TO REPRODUCE
1. Have a monitor connected but turned off at boot time 
2. Move or resize a window

OBSERVED RESULT
After a few seconds when dragging the window resizes/moves to it's original position/size 

EXPECTED RESULT
Windows don't change it's size or position while dragging

ADDITIONAL INFORMATION
I have 2 monitors connected via displayport and a tv connected with hdmi that's turned off. All of them have 100% scaling.
