It appeared in KDE6. The bug only occurs when the option Show Action Button Captions is turned on. It may be a localization issue.

"Show action button captions" is on by default, FWIW. I can't reproduce this with `LANGUAGE=ko_KO plasmashell`. With the setting on or off, the buttons always appear as expected. Does this issue reproduce in a new clean user account for you?
Yes, it still doesn't work. I created a new user, but it's the same.
Did you by any chance perform a system update without restarting afterwards? If so, does the issue go away if you do restart after updating?
No, this problem has been going on since I first upgraded to KDE6. Of course I've rebooted and restarted my computer many times during that time.
Are you on Wayland or X11? Does it happen in both? Does the issue happen if you use your system in English temporarily?
Yeah. Same in the X11.
