SUMMARY

Right clicking on a layer via pen tablet only flashes the popup menu when there is no room below the cursor for the entire popup menu.

STEPS TO REPRODUCE
1. Right click on a layer via a shortcut key on a Huion tablet
2. 
3. 

OBSERVED RESULT
The popup menu only flashes. This happens only when clicking on layers toward the bottom of the list such that there isn't room for the popup menu below the cursor.

EXPECTED RESULT
The popup menu appears and stays on the screen
