Users who do not have a password should be given an option to create a 'default' that also has no password.

STEPS TO REPRODUCE
1. Create a new user who has her password disabled. i.e. `passwd -d`
2. Try and login into a WiFi network. 

OBSERVED RESULT
Prompted to create a new wallet, even for a user who dose not have a password.

EXPECTED RESULT
A default wallet is created.

When the user creates a password for their account, the wallet should prompt to encrypt their wallet.
