SUMMARY
I try to change /boot to no access for "Others", it says the job is done, but does nothing. Changing permissions for files in ~ works. Probably related to https://bugs.kde.org/show_bug.cgi?id=499003

STEPS TO REPRODUCE
1. Go to a file with root as owner
2. Open the folder it's in as admin
3. Try to change permissions of the file in it's properties

OBSERVED RESULT
It finishes, no error, but also no result

EXPECTED RESULT
Gimme my permission change

I'm not able to reproduce this in Dolphin 24.12.2
Can you update your system and Dolphin and test this again? Thanks.


Testing steps:
In Dolphin navigate to /
Open the /root/ folder as administrator
Change the Owner permissions on one file from Read/Write to Read Only
Close the Properties view and reopen it

Result: Change was retained
