Not a bug, just confusing for users.

While we're at it, the two buttons in the headerbar use different terminology: System Notifications versus Application Settings...

Yeah, now that we have a "System Notifications" button/page in the KCM, we should probably migrate all the rest of the non-app notification categories over to there as well.
