10% battery notification doesn't reappear when it's supposed to.

If you connect a notebook's power cable while the battery is at or under 10%, its notification disappears. This is the correct behaviour.

What is incorrect is that if you unplug the power cable while still at or under 10%, its notification doesn't return.

Also I just tested it now, and even when unplugging the power cable at 11%, its notification didn't return when it reached 10% and 9%. So it seems that the 10% battery notification can only pop out once?

Also when the system suspends at 5% battery and you login back, the notification is not there.

Yeah it only checks for the notification when the new percent was below the threshold and the old one was above it.
