Panel spacers behave weiredly after moving them around

SUMMARY
I just noticed when I try to make panel spacers and move them, It sometimes stuck and breaks the panel (attached the video). The panel stays broken even if the spacers are deleted. The only solution in this case is to delete whole panel and start with a new one. 

STEPS TO REPRODUCE
1. Go do edit mode
2. Make some spacers inside the panel and move them


OBSERVED RESULT
3. It breaks after a few times moving them around
