SUMMARY
Using HDR on Sapphire AMD VEGA 64 Nitro+ and Philips 43PUS8507 TV results in green dominant display

STEPS TO REPRODUCE
1. Connect TV
2. Turn on HDR for TV


OBSERVED RESULT
Screen is mainly shades of green

EXPECTED RESULT
HDR display

SOFTWARE/OS VERSIONS
Windows: 
macOS: 
(available in the Info Center app, or by running `kinfo` in a terminal window)
Linux/KDE Plasma: 6.3, happened on all versions since october
KDE Plasma Version: 6.3
KDE Frameworks Version: 6.3
Qt Version: 6 (?)

ADDITIONAL INFORMATION
My normal monitor displays HDR just fine, TV shows in SDR normally

Oh I've tried to switch between the built-in and ICC profile and it doesn't change too
