For example, you hold "Ctrl + Arrow keys" to move files with absolute precision along a very small grid, which would be annoying with a touchpad/touchscreen. If it is already a function, it should be easier to use from the go. I've tried holding Shift, Ctrl, Super, Alt, and it didn't work.
This is an interesting idea, but I don't think we'll do it. There's no use case for moving files and folders with such precision since they just snap to a fairly coarse grid anyway. Folder View isn't a drawing app, it's just a simple way to view some of your files and folders. :)

Having this would effectively replace the mouse for dragging files around and moving them into other folders.
I think this would be useful as an accessibility feature for users who only have keyboards.
The only people who don't use a pointing device are the fully blind, and they have no use for manually -re-arranging desktop icons. In fact they'll probably have turned off desktop icons entirely to avoid overloading Orca (the screen reader) with noise.
