SUMMARY

KDE Connect starts in Germany and cannot change the UI language.

STEPS TO REPRODUCE
1.  winget install --source winget "kde connect"
2.  start kde connect
3. 

OBSERVED RESULT

UI in Germany

EXPECTED RESULT
UI in English, or the primary OS language, or allow users to change the UI language.
