Every time I restart the computer, the keyboard layout settings are reset. I tried adding different layouts, but after the reboot, only the English one remains. The details are on the video.

Thanks for filing this bug report. Unfortunately there isn't enough information for us to try to figure out what's happening. Please add information about your system as outlined in the bug report template. SOFTWARE/OS VERSIONS (available in About System) Linux/KDE Plasma:
This problem has already occurred before with other people, and judging by the new comments in this topic, the problem has resumed. https://bbs.archlinux.org/viewtopic.php?id=284058 Operating System: Arch Linux KDE Plasma Version: 6.2.5 KDE Frameworks Version: 6.10.0 Qt Version: 6.8.2 Kernel Version: 6.13.1-arch1-1 (64-bit) Graphics Platform: Wayland Processors: 32 × Intel® Core™ i9-14900KF Memory: 62.6 ГиБ of RAM Graphics Processor: NVIDIA GeForce RTX 4080/PCIe/SSE2 Manufacturer: ASUS
The problem occurs at the time of the download itself. Something is changing the layouts to a specific configuration. I turn on the PC, then at the moment of entering the password I go to tty and there I look at the /home/liberty/.config/kxkbrc file. He's fine. There are all the necessary layouts. But after I enter the password and log in, the kxkbrc file is reset.
Thanks for adding the additional details. This might be the same problemas bug 357194 Do you have fcitx5 installed?

I don't understand how to configure this package (fcitx5-configtool). If I put 2 input methods there, then for some reason 1 becomes inactive, and 2 becomes active. Moreover, if I'm in Russian, then more than one keyboard shortcut doesn't work for me at all. How do I make sure that I have English and Russian so that I can switch between them as before and the keyboard shortcuts always work?
Thanks for confirming. I'm marking this a duplicate of 357194. I see you've already looked there and made a comment. *** This bug has been marked as a duplicate of bug 357194 ***
