SUMMARY
When /tmp is open in Dolphin, it creates an apparently non stop set of files; these appear to be thumbnails for images in Places. It's very annoying that it does this in /tmp (rather than, say, /tmp/dolphin-thumbnails), because it makes finding files in /tmp very difficult if not impossible, and it appears to be a bug that it's constantly generating them.

This is a duplicate of Bug 494061 which was a bug in KIO Frameworks. A fix was merged in to 6.7.0 of frameworks-kio in https://invent.kde.org/frameworks/kio/-/merge_requests/1728

The fix will reach your system when the updated version of Frameworks is provided by Kubuntu. Please feel free to re-open this report if you experience the same problem with Frameworks 6.7.0 or later.
