SUMMARY
When any window close/open effect is enabled in HDR, it will display at full brightness regardless of the `sdr-brightness` setting.

STEPS TO REPRODUCE
1.  Enable any window close/open effect
2.  Open or close any window on a display with HDR enabled and `sdr-brightness` set to the minimum value to make it very obvious
3. Observe the brightness

OBSERVED RESULT
Effect gets displayed at maximum brightness

EXPECTED RESULT
Effect should get displayed at the brightness set by the `sdr-brightness` setting

I can't replicate the issue on 6.3. Does this still happen for you?

No. Seems this has been resolved.
