Log into plasma using the Wayland session. 2. Launch mate-calc. RESULT - mate-calc is unusable. - The window lacks decorations. No borders and such. - If you move the window around, the animation is very choppy.

Can you run mate-calc with WAYLAND_DEBUG=1 environment variable and post the output here? Please reset the bug report status back to REPORTED after providing the requested information.

Okay, mate calc appears to create a decoration. Can you share a screenshot to give a glimpse of how mate-calc is broken?

Hmm I cannot reproduce the issue. If you move the window by using Meta+LMB, is there any difference?

No difference.
This affects any window that is non-resizable. I see the same problem with displaycal dialogs.
Let me bisect this...
I have found the culprit. On (System Settings -> Window Behavior -> Advanced) set "Window placement" as "Maximized".
