SUMMARY
key mapping error with shift + ','

STEPS TO REPRODUCE
1. start krfb service
2. start vnc client，I am using the noVnc client.However, the result is the same when I use other VNC clients.
3. connect to krfb service，tap shift + ','

OBSERVED RESULT
output ">"

EXPECTED RESULT
output "<"
