STEPS TO REPRODUCE
1. open Shortcuts KCM
2. hover over the applications
3. 

OBSERVED RESULT
sometimes a button with trash icon is available for the item you hover over, sometimes it is missing.

In this case, the patch is not working as expected. As we can observe in the attached screen recording, the button is also missing for items that are not system core components nor items with a shortcut defined in their .desktop file.
